FLN - Implementation Guidelines for the year 2026-27

    The guidelines for the 2026-27 Foundational Literacy and Numeracy (FLN) program in Telangana emphasize structured assessments, targeted remediation, and professional oversight to ensure students in Classes I to V achieve grade-appropriate learning outcomes.

1. Core Instructional Support

  • Student Workbooks: Every student in Classes I-V receives physical workbooks for Telugu/Urdu, English, and Mathematics. Teachers must provide daily practice immediately after lessons and are required to sign and correct these worksheets regularly.
  • Teacher Handbooks: Teachers must use SCERT-provided lesson plans or prepare their own following SCERT pedagogy. Soft copies are available on the SCERT website.
  • Alignment Sheets: These sheets map day-wise learning outcomes to specific textbook and workbook pages to assist in daily and monthly lesson planning.
  • AI-Based Learning (AXL): Selected schools will implement AI-assisted learning for Mathematics, Telugu, and English. Students in Classes 3 to 5 will have two 40-minute sessions per week (80 minutes total) focused on practice with teacher and peer support.

2. Assessment Framework

Teachers are required to conduct three primary FLN assessments during the academic year:
  • Baseline Assessment: Conducted between July 1st and 10th, 2026; results must be uploaded by July 20th.
  • Midline Assessment: Conducted between November 20th and 30th, 2026; results must be uploaded by December 10th.
  • Endline Assessment: Conducted between March 7th and 17th, 2027; results must be uploaded by March 30th.
  • Continuous Assessment: Weekly "Practice Sheets" (Pink Sheets) in workbooks serve as assessment tools and may be treated as Slip Tests for Formative Assessment (FA).

3. Remediation and Classroom Management

  • FLN Enrichment Period: A daily remedial hour from 3:00 PM to 4:00 PM is mandatory for Classes I-V. Each core subject is remediated twice per week.
  • Grouping by Learning Levels: Based on assessment results, students are grouped into "Teacher Support," "Peer Support," and "Performer" groups to receive tailored instruction.
  • Target Setting: Headmasters must display target-setting charts in their rooms, tracking progress from the baseline through the endline assessment.

4. Supervision and Monitoring

  • Supportive Supervision: Mandal Educational Officers (MEOs) must visit schools at least three days a week (20 visits monthly), while Complex Headmasters (CHMs) must visit for at least two days a week (15 visits monthly).
  • Spot Assessments: Visiting officials will conduct random spot assessments of students via the School Education App to track achievement of "Monthly Focus Competencies".
  • Review Meetings: Regular review meetings are scheduled monthly at the school (26th), mandal (27th), district (28th), and state (29th) levels.

5. Library and Literacy

  • Mandatory Library Period: A daily 30-minute library period is required for each class to improve oral reading fluency.
  • Home Reading: Teachers must maintain a record of library books issued to students for reading at home.
