Prefix or Suffix on Leave
FR 68: Leave ordinarily begins on the day on which transfer of charge is affected and ends on the day on which the charge is resumed. Holidays can be prefixed or suffixed to leave subject to the conditions.
When public holidays have been allowed to be prefixed to HPL or EOL, if the competent authority is satisfied about its justification, he may allow salary during public holidays at the rates prevailing on the previous day. When the public holidays are allowed to be suffixed, as the leave would terminate before the public holidays, full salary as on duty may be allowed during public holidays suffixed.
When a Govt. servant is certified medically fit for joining duty, holiday(s), if any, succeeding the day he is so certified (including that day) shall automatically be allowed to be suffixed to the leave, and holiday(s), if any proceeding the day he is so certified shall be treated as part of the leave. When the certificate is of a date intervening the holidays, the entire period of holidays may be treated as part of leave. (G.O.Ms.No.319, Fin. & Plg., Dt.18.12.81)
Local holidays notified in the district gazettes cannot be permitted to be prefixed to leave. (AG orders, Dt.13.09.40)
Public holidays allowed to be prefixed or suffixed, although they are treated as duty, postpone the period of probation, if availed during the period of probation.

Similarly, vacation may be availed in combination or in continuation of any other kind of leave.

FR 68 – Leave Prefix & Suffix Rules:
FR 68 నిబంధనలో సెలవులకు ముందు (Prefix) లేదా తరువాత (Suffix) ప్రభుత్వ సెలవులు (Public Holidays) జతచేయడంపై మార్గదర్శకాలు ఇవ్వబడ్డాయి.
ముఖ్యాంశాలు:
సెలవు ప్రారంభం మరియు ముగింపు
ఉద్యోగి బాధ్యతలు (Charge) అప్పగించిన రోజున సెలవు ప్రారంభమవుతుంది.
తిరిగి బాధ్యతలు స్వీకరించిన రోజున సెలవు ముగుస్తుంది.
నిబంధనలకు లోబడి ప్రభుత్వ సెలవులను సెలవుకు ముందు లేదా తరువాత జతచేయవచ్చు.
HPL / EOL కు ముందు (Prefix) ప్రభుత్వ సెలవులు
అధికారి సముచిత కారణం ఉందని భావిస్తే, ఆ ప్రభుత్వ సెలవు రోజులకూ మునుపటి రోజు వేతన రేటు ప్రకారం జీతం మంజూరు చేయవచ్చు.
ప్రభుత్వ సెలవులు తరువాత (Suffix) జతచేస్తే
సెలవు ప్రభుత్వ సెలవులకు ముందు ముగిసినట్లయితే, తరువాత వచ్చే ప్రభుత్వ సెలవులకు విధిలో ఉన్నట్లే పూర్తి జీతం చెల్లించవచ్చు.
మెడికల్ ఫిట్నెస్ తర్వాత
ఉద్యోగి వైద్యపరంగా విధులకు హాజరుకావడానికి అర్హుడని ధృవీకరించిన తర్వాత వచ్చే ప్రభుత్వ సెలవులు స్వయంచాలకంగా సెలవుకు తరువాత (Suffix) జతచేయబడతాయి.
ఆ ధృవీకరణ తేదీకి ముందు ఉన్న ప్రభుత్వ సెలవులు సెలవులో భాగంగా పరిగణించబడతాయి.
స్థానిక సెలవులు (Local Holidays)
జిల్లా గెజిట్లో ప్రకటించిన స్థానిక సెలవులను సెలవుకు ముందు (Prefix) జతచేయడానికి అనుమతి లేదు.
ప్రొబేషన్లో ఉన్న ఉద్యోగులు
ప్రభుత్వ సెలవులను Prefix లేదా Suffixగా వినియోగించినప్పటికీ అవి విధిగా (Duty) పరిగణించబడతాయి.
అయితే, ప్రొబేషన్ కాలంలో ఈ సౌకర్యం వినియోగిస్తే ప్రొబేషన్ గడువు అంత మేరకు పొడిగించబడుతుంది.
వేసవి సెలవులు (Vacation)
ఇతర రకాల సెలవులతో కలిపి లేదా వాటి కొనసాగింపుగా వేసవి సెలవులను కూడా వినియోగించుకోవచ్చు.

ప్రభుత్వ సెలవులను నియమాల ప్రకారం సెలవుకు ముందు లేదా తరువాత జతచేయవచ్చు.
HPL/EOL సందర్భంలో జీతం చెల్లింపుకు ప్రత్యేక నిబంధనలు ఉన్నాయి.
మెడికల్ ఫిట్నెస్ అనంతరం వచ్చే ప్రభుత్వ సెలవులు ఆటోమేటిక్గా Suffixగా పరిగణిస్తారు.
స్థానిక సెలవులను Prefixగా అనుమతించరు.
ప్రొబేషన్లో ఉన్నవారు ఈ సౌకర్యం వినియోగిస్తే ప్రొబేషన్ కాలం పొడిగించబడుతుంది.
వేసవి సెలవులను ఇతర సెలవులతో కలిపి వినియోగించవచ్చు.
