Joining Time of Appointment & Promotion
The Government of Andhra Pradesh issued G.O.Ms.No.145 on June 15, 2004, to amend Rule 11(b) of the Andhra Pradesh State and Subordinate Service Rules, 1996.Purpose of the Amendment
Previously, failure to join a post on promotion or transfer within 15 days resulted in a permanent loss of promotion rights. The government introduced this amendment to mitigate this hardship for employees who could not join within the stipulated time for various reasons.Key Provisions of the Amended Rule 11(b)
- Joining Time: Employees appointed via promotion or transfer (other than direct recruitment) are allowed 15 days to join the post from the date they receive the appointment order.
- Consequences of Non-Joining:
- An employee who fails to join within the 15-day limit or avoids joining by taking leave will lose their promotion right or offer for the current panel year only.
- For selection posts, the candidate's name will be placed before the next Departmental Promotion Committee for consideration in the next year's panel, provided a vacancy is available.
- For non-selection posts, the candidate will be considered for promotion again after one year from the date of the original appointment offer, subject to vacancy availability.
