G.O.Ms.No.96 dt:20.05.2011 AAS Modification

G.O.Ms.No.96, dated May 20, 2011, provides modified orders for the implementation of the Automatic Advancement Scheme for Andhra Pradesh State Government employees.


The following are the key details regarding the modified scheme:New Periodicity for Appointments

The government agreed to change the service periodicity for appointments under the scheme from the previous 8/16/24 years to 6/12/18/24 years:
  • Special Grade Post Scale: Eligible after 6 years of service in a particular post.
  • Special Promotion Post Scale I-A: Eligible after 12 years of service in a particular post.
  • Special Promotion Post Scale I-B: Eligible after 18 years of service in a particular post.
  • Special Promotion Post Scale II: Eligible after 24 years of service in a particular post.
Scope and Eligibility
  • Applicability: The orders apply to Government employees, teaching and non-teaching staff of Local Bodies, and Aided Institutions who draw State Pay Scales.
  • Pay Grade Limit: It includes those drawing pay in Grade-I to XXV in the Revised Scales, 2010 (up to 25,600 – 50,560).
  • Post-SPP II: Employees are not eligible for further Automatic Advancement Scheme benefits after availing of the SPP II benefit on subsequent promotions.
Pay Fixation Rules
  • AAS Appointments: Pay fixation for Special Grade, SPP Scale-I-A, SPP Scale-II, and SAPP I-A/II is under FR 22 (a) (i) read with F.R.31 (2).
  • Scale I-B: Appointment to Special Promotion Post Scale I-B or Special Adhoc Promotion Post Scale I-B results in one increment in the existing scale.
  • Promotions:
    • Pay is fixed under FR 22-B for promotions from Special Grade and Special Promotion Post I A & I B.
    • Pay is fixed under FR 22(a)(i) read with FR 31(2) for promotions from Special Promotion Post Scale II.
Effective Date and Arrears
  • The orders came into force on February 1, 2010.
  • Arrears from February 1, 2010, to May 31, 2011, are to be credited to the employee's General Provident Fund (GPF) Account.
  • For those under the Contributory Pension Scheme, arrears are credited to the Compulsory Savings Fund.
