G.O.Ms.No. 297, dt:25.10.1983 - Step up and Preponement of Pay
G.O.Ms.No. 297, dated October 25, 1983, addresses pay anomalies where a junior employee earns more than a senior employee due to the implementation of Special Grade and Special Promotion Post schemes.
The following conditions must be met to rectify this anomaly and step up the senior's pay:
- Scale Identification: Both the senior and junior must have been drawing pay in an identical scale.
- Promotion Category: Both must be promoted to the same category of post that carries the same scale of pay.
- Prior Pay Comparison: Before the senior's promotion, the junior's pay in the lower category must have been less than or equal to the senior's pay in that lower category.
- Direct Result of Orders: The anomaly must be a direct result of the application of orders regarding Special Grade or Special Promotion Posts. It does not apply if the junior earned more due to advance increments for merit or rewards.
- Increment Schedule: After the senior's pay is refixed under F.R.27 to match the junior, the senior's next increment is only admissible after completing the required service period starting from the date of refixation.
- Financial Benefit: Pay will be fixed notionally from the date the junior began receiving higher pay, but actual monetary benefits are granted only from the date of this order (October 25, 1983).
