G.O.Ms.No.38 dt:21.04.2026 - Transfers and Postings of Employees
Eligibility and Compulsory Transfers
- Station Tenure: Employees who have completed three years at a particular station as of January 1, 2026, are eligible for transfer.
- Mandatory Transfer: No person can be retained beyond four years at a station as of December 31, 2025.
- Exemptions:
- Employees retiring before May 31, 2027, will not be transferred unless they specifically request it.
- The three-year completion condition does not apply to requests made on spouse grounds.
- Instructions do not apply to employees appointed for census-related work.
- Cap on Transfers: To prevent work dislocation, no more than 40% of employees in any cadre shall be transferred.
Priority Criteria
When multiple employees opt for the same place, priority is given in the following order:
- Husband and Wife cases: Only one spouse will be shifted.
- Retiring Employees: Those retiring before May 31, 2027.
- Disability: Employees with a certified disability of 70% or more.
- Retarded Children: Parents of mentally retarded children need medical facilities.
- Widows.
- Medical Grounds: Specific serious diseases (Cancer, Neurosurgery, Kidney/Liver Transplantation, Open Heart Surgery, Bone TB) affecting the employee, spouse, dependent children, or parents.
- Hardship Areas: Employees with the longest service in designated hardship areas.
Transfer Procedure and Schedule
- Transparency: Transfers will be conducted through counseling, potentially via online or web-based applications.
- Publication: Departments must publish incumbency lists, clear vacancies, and lists of those to be compulsorily transferred before seeking options.
- Options: Employees can provide up to five preferences using the prescribed option form (Annexure-II).
- Timeline:
- May 1 to May 7, 2026: Preparation and publication of vacancies and lists.
- May 8 to May 15, 2026: Submission of applications and options.
- May 16 to May 24, 2026: Verification and counseling.
- May 25 to May 31, 2026: Issuance of transfer orders.
- Relieving: Employees are deemed relieved three days after the issuance of their transfer order.
- Re-imposition of Ban: A ban on transfers will be re-imposed starting June 1, 2026.
